Hal is the founding attorney and president of Hal Harlowe & Associates, S.C.
which he established shortly after completing three terms as Dane County’s
elected District Attorney in 1989. With more than twenty-five years of trial
experience, Hal’s expertise covers a wide scope of legal issues.
After graduating from the University of Wisconsin Law School, Hal
was an Assistant District Attorney for Rock County and then an Assistant
Attorney
General in
Wisconsin’s
State Department of Justice Criminal Trials Unit. In these positions
he served as the prosecutor for many cases that went to trial. Hal’s
natural ability in court was recognized by opposing counsel, and he was
recruited to work as
a defense attorney in the Milwaukee based law firm of Shellow & Shellow.
Hal moved back to Madison and was recruited by the Secretary of the Wisconsin
Department of Regulation and Licensing to establish and direct the division
that investigates and prosecutes licensed professionals, and was later
appointed the
Chairperson of the Governor’s Task Force on the Discipline of Licensed
Professionals. While serving as a trial lawyer at the Youth Policy and
Law Center in Madison, Hal represented children with disabilities in
advancing their rights
to education. Harlowe was then elected to three terms as Dane County
District Attorney.
After completing his third term, Hal established his private
practice in Madison where he also served as a community leader and
lecturer
on Trial Advocacy at the University of Wisconsin Law School. At Hal
